There needs to be a storm for there to be lightning, but it does not have to be raining in the same location for lightning to occur. Lightning strokes have been observed as far away as 10 miles (16 kilometers) from where rain was actually falling, and lightning strokes may happen as much as 10 minutes after all rain has stopped.
