Who was the lone dissenter in the Bob Jones University decision?

Justice William Rehnquist was the sole dissenter in this case, justifying his nickname “the Lone Ranger,” which he earned for his solo dissenting opinions. Rehnquist agreed that the nation had a fundamental interest in opposing racial discrimination. However, he believed that any change in the IRS code denying tax-exempt status to these schools must come from Congress.
