McKinley appointed Roosevelt to the position of assistant secretary to the navy. He worked under the easygoing John Long, who gladly let Roosevelt do the heavy lifting. Roosevelt worked to increase the number of naval ships and even gave orders to Commodore George Dewey about moving his ships from Japan to Hong Kong to monitor Spanish ships, when it seemed as if America might enter war with Spain over the conflict in Cuba.
