What manifesto revealed the administration’s possible plans to annex Cuba?

The Ostend Manifesto was a document drafted by former U.S. Senator Pierre Soule which outlined the United States’ plans to acquire Cuba from Spain. It also revealed that the United States might use military force against Spain if more diplomatic efforts failed. Someone leaked the contents of the manifesto to the press, which published the document. This caused President Pierce and his secretary of state William Marcy to back away from the Ostend Manifesto.
