Did God have anything to say about the census?

Yes. He was mad. God gave David three options: three years of famine for David and his people, three months of David being pursued by enemies, or three days of pestilence in the land. David said, “I am in deep distress. Let us fall into the hands of the LORD, for his mercy is very great; but do not let me fall into the hands of men.” (NIV, II Samuel 24:14) So a pestilence fell on the land. Seventy thousand people died from Dan to Beer-sheba, but God kept the pestilence from spreading to Jerusalem. David was sorry and repented.
